Every program or policy listed on the Prevention Evidence-based Programs and Policies Registry are strategies that demonstrated effectiveness in achieving positive outcomes and identified as an approved program or policy by Iowa’s Department of Health and Human Services. It is important that utilization of strategies meet several criteria to have a good fit within the identified community.

What is an evidence-based practice, program, or policy?
In the substance misuse and problem gambling prevention field, an evidence-based practice, program or policy, referenced throughout this guide as an “EBP,” generally refers to approaches to prevention that are validated by some form of documented evidence. What counts as “evidence” varies. Evidence often is defined as findings established through scientific research, but other methods of establishing evidence are considered valid as well. Evidence-based practice, program or policy stands in contrast to approaches that are based on tradition, convention, belief or anecdotal evidence.
Implementation Support
Selecting Good Fit
It is preferable that prevention EBPs meet several criteria to have a “good fit” within the identified community. A “good fit” EBP must have evidence of past success, fit practically within the community, be able to be implemented with fidelity, be culturally appropriate and sustainable within the community.
Strategy Fit Test
This form will help the service area determine if the proposed service meets the “good fit” criteria. This tool is best utilized when done in collaboration with local community stakeholders or coalitions.
EBP Selection Checklist
The evidence-based program/policy selection checklist is a tool that supports a deeper dive into each step once an EBP has been selected. This is to be completed for each EBP selected and completed in collaboration with coalitions and community partners.
Planning Considerations
The following are key steps to consider when planning for prevention strategies. These include having a balanced action plan and identifying key stakeholders to be engaged in the planning process. Media advocacy, fidelity, dosage and frequency, evaluation, and sustainability are additional factors to consider.
Fidelity Checklist
A fidelity checklist is a tool to support the monitoring of prevention strategies. Fidelity checklists may be completed by coordinators, supervisors, or coalition members involved in strategy planning and implementation. This fidelity checklist can be utilized when the strategy to monitor does not already have a unique checklist.
Adaptation Request
All prevention professionals are strongly encouraged to select an EBP from the Registry. In the event an EBP is not included on the Registry, prevention professionals may request approval for consideration of another EBP by contacting Iowa HHS with the information below.
